What Does "At Large" Mean?

What does At-Large mean in an election?

A candidate can represent the district in which they live or the entire city. An “At-Large” candidate represents the entire city. A candidate running for a specific district only represents the district in which they live. 

Who can vote for Noblesville Common Council “At-Large” candidates?

Anyone who lives in the Noblesville City limits. There are no district limits. You can vote for a candidate in your district plus an “at-large” candidate that will serve the entirety of Noblesville.

How do I register to vote?

Hamilton County residents can register online, by mail, or in person. You can visit the Hamilton County Voter Registration page for more information on how to register, to cancel your registration, and to obtain a replacement card.

The Primary Election will be on May 2, 2023.

The last day to register to vote in the 2023 Primary Election is Monday, April 3, 2023.


IndianaVoters.com is a resource for voters to find information about upcoming elections. You can:

  • Verify that you are a registered voter in Hamilton County;
  • Verify which precinct you are registered in;
  • Obtain the address and a map for your precinct's polling place;
  • View your precinct's sample ballots, a few weeks prior to an election.

Voting Absentee

A registered voter in Hamilton County can vote absentee by mail in the Primary if you meet one of the requirements below. The application deadline is April 20, 2023.  

  • Reasonable expectation of being absent from the county on election day during the entire 12 hours that the polls are open
  • Confined to residence, health care facility, or a hospital due to illness or injury
  • Caring for an individual confined to a private residence due to illness or injury 
  • Voter with disabilities
  • Voter at least 65 years of age
  • Official election duties outside of my voting precinct
  • Scheduled to work during the entire 12 hours that polls are open
  • Unable to vote at polls in person due to religious holiday
  • Eligible to vote under the "fail-safe" procedures in 3-10-11 or 3-10-12
  • Member of the Indiana National Guard deployed or on assignment in Indiana or a public safety officer
  • Serious sex offender
  • Prevented from voting due to the unavailability of transportation to polls


Applications must be submitted by April 20, 2023. You must submit an Application one of the following ways.  

  •  Online: Use the online absentee application at https://indianavoters.in.gov/.  This application will link to your Voter Registration Signature, and you will not have to print and sign the application.
  • In Person: Obtain an application in person at the Judicial Center, Suite 106.
  • Download: Electronic signatures are not accepted. You will need to print and manually sign the form. You can then submit it by fax, mail, email, or in-person. CLICK HERE to download the application.
  • Phone: Call 317-776-8476 and make a request for an application over the phone or by leaving a voice mail message stating your name, address and phone number.


After your application has been processed, you will receive a paper ballot to review for your selection and a ballot card to record your vote. Ballots will begin being mailed 45 days before an election. Once you have voted your absentee ballot, you can return your ballot by mail or return it in person. Either way, ballots must be received by the Election Office on or before election day at 6 PM. 


  • Return a Ballot in-person: You may hand deliver a ballot to the Election Office for yourself or a family member (spouse, parent, father-in-law, mother-in-law, child, son-in-law, daughter-in-law, grandparent, grandchild, brother, sister, brother-in-law, sister-in-law, uncle, aunt, nephew, or niece). If delivering a ballot for a family member, you will be required to fill out an ABS-19 affidavit for each ballot.
  • Return a Ballot by mail: Mailed ballots will have the postage pre-paid and should be returned to: Hamilton County Election Office, One Hamilton County Square, Ste. 106, Noblesville, IN 46060
